Performance Management and Quality Improvement
Important Definitions:
Performance Management (PM): Performance Management is the practice of actively using performance data to improve the public’s health through the strategic use of performance standards and measures, progress reports, and ongoing QI. (Measuring What Matters in Public Health, NACCHO, 2018)
Population Accountability: The accountability for the well-being of a WHOLE POPULATION in a geographic area. Population accountability is bigger than any one program or agency or one level of government. It requires the whole community, public and private partners to make a difference. Population Indicators are the measures that quantify this (i.e. Obesity rates, Immunization rates, Disease rates, etc)

The most important performance measures are about the well-being of a CLIENT POPULATION (i.e. those who receive service or otherwise benefit from programs.) Performance measures measure how well a program, service, system or strategy is working. Performance measures answer the questions:

Quality Improvement (QI): Quality improvement is a deliberate and defined process to achieve measurable improvements in the efficiency, effectiveness, outcomes, and other indicators of quality in services or processes that achieve equity and improve the health of the community. . (Measuring What Matters in Public Health, NACCHO, 2018). Regular monitoring of population indicators and program performance measures provides a data-driven approach to identifying and prioritizing QI projects. S2AY staff work to monitor regional data and assist partners with quality improvement projects as identified.
